The Campaign for Learning are holding two policy events on the 12 January to look at two of the Conservative Party’s proposals for FE.
Giving Real Choice to 14 Year Olds
12 January, 11am – 1pm, London. £99 plus VAT **Friends’ rate £89.10 plus VAT
The conservatives announced at their October Manchester conference a proposal to enable 14 year olds to study full time in FE colleges. This policy briefing will consider the advantages and disadvantages of this radical proposal and assess its contribution to strengthening pupil choice in the 14-19 phase. Consultant Mick Fletcher will kick off the debate and Mark Corney, policy adviser to the Campaign will act as respondent.
The Conservative Consultation on the FEFC funding model and Skills Accounts

The Conservatives have published a consultation paper on their proposal for a FEFC and the development of lifelong learning accounts. Mick Fletcher, Consultant and Mark Corney policy adviser to the Campaign for Learning will discuss the key issues in the paper and help delegates formulate their responses to the consultation. The deadline for the consultation is Friday, 15 January 2010. Tricia Hartley, Chief Executive of the Campaign for Leanring, will chair the event. As usual delegates will have plenty of opportunities to discuss the issues after the presentations.

The role of RDAs in the work of the SFA

The Department for Business, Innovation, and Skills is both responsible for RDAs and the forthcoming SFA. This policy event will examine the specific role of RDAs in the work of the SFA in England. A critical issue to be debated will regard the 8 non-London RDAs and the extent of their power of direction over the SFA for adult skills. These and other issues will be considered by this event. We are delighted that Lis Smith, Director of Director of Skills Policy, NWDA will be joining us to discuss the issues. The event will be chaired by Tricia Hartley, Chief Executive of the Campaign for Learning. Delegates will have plenty of opportunities to discuss the issues and ask questions.
Refreshed NEET strategy

With DCSF planning to publish a refreshed NEET strategy for 16-18 year old before Christmas the Campaign for Learning has asked Jim Hillage, Director of Research at the Institute for Employment Studies to examine how the NEET problem cam be reduced in the lead up to raising the participation age to 17 in 2013 and the 18th birthday in 2015. Respondents’ will include Mick Fletcher and Mark Corney, policy adviser to the Campaign. As usual delegates will have plenty of opportunities to discuss the issues following the presentations.
16-18 Financial Review

The Treasury is due to publish an interim report and consultation paper on reform of 16-18 financial support. At this event Mark Corney Policy Adviser to the Campaign for Learning will provide an overview of 16-18 financial support in the context of raising the participation age and Mick Fletcher will critically examine the proposals for consultation recommended by the Treasury and make reference to ideas contained in his latest CFBT pamphlet, ‘Should we end the Education Maintenance Allowance?’. As usual delegates will have plenty of opportunities to discuss the issues following the presentations.
